Instagram counts both organic and paid video views, but the number of views that are counted are different. They are not 1:1 so don't be alarmed if your views aren't matching up with your engagement.
Additionally, stories only count towards organic views because they expire after 24 hours which means you can't boost them in any way. If your story is set to expire after 24 hours, you'll likely see a lower organic view count because people will come back and watch it later.
As for videos, the following rules apply:
If a video is less than three seconds long, it counts as a view if someone watches the first three seconds. For videos less than 60 seconds, if someone watches for at least 30 seconds or until the end of the video, it counts as a view. For videos more than 60 seconds, if someone watches for at least 20 seconds or until the end of the video, it will count as a view.
